DESCRIPTION:Big Data is a relatively new term that has so far not been viewed through the lens of applied ethics. \nMy focus in this paper is on the awareness of the conflicts arising between Big Data phenomenon and its issues and the relevant ethical principles. \nFirstly\, I start with the research of other authors and an overview of ethics and the Digital Divide that are generally accepted. Secondly\, I continue with the description of data sources and Big Data use cases from the telecommunication industry\, demonstrating what is currently feasible\, that I will generalize and\, furthermore\, suggest a comprehensive list of twelve Big Data issues such as Privacy Intrusion\, New Barriers\, Business Advantage\, Power of All data\, New Big Brother effect\, Missing Transparency\, Confusion\, Social Pressure\, Belief in Legislation\, End of Theory\, Data Religion and Unawareness of our Data. Thirdly\, I describe the existing regulatory framework of the Big Data area with some suggestions for improvement and I also verify the awareness of the suggested twelve Big Data issues by launching an international survey. Finally\, I discuss and conclude the paper results. \nThe survey (N=733) of university students\, IT professionals and seniors from EU countries\, mainly Czechia and Slovakia concluded that Big Data issues are grouped into three different and consistent clusters: hot\, cold and warm (suggested by the Ward method that uses the Euclid distance between the mean and standard deviation). \nI found\, using MANOVA Pillai’s statistical test\, that clusters are significantly dependent on demography (IT Skills\, Occupation and Sex). Warm clusters show interesting dependencies on the demographic category\, such as the social pressure perceived important by pensioners and women compared to the underestimated importance reported by men and IT Professionals. The conclusion of the paper is that the awareness of Big Data issues can be grouped into three consistent clusters that depend on a few demographic variables. I also conclude that there is a need for regulation frameworks to move past Data Ethic by Default (Law) to a priori Data Ethics by Design approach. \nKeywords: awareness\, big data issues\, cluster analysis\, data ethics by design\, demography\, digital divide\, manova

DESCRIPTION:Algorithms have taken a central role in the automation of an increasing range of tasks in economy and society and their workings are keenly felt in everyday life on social media platforms. Algorithms filter and rank content on feeds and in search results\, enforce content moderation rules\, advertising policies and community standards\, and enable personalized and targeted advertising. However\, they also play a role in promoting a range of online harms to the individual\, society and democracy\, including the amplification of disinformation and hate speech\, the development of filter bubbles\, lack of transparency in online political microtargeting\, and restrictions on free speech through automated deletion of posts by content moderation algorithms. \nIn this talk\, Florian Saurwein and Charlotte Spencer-Smith explore the link between algorithms and harms on major social media platforms Facebook\, Twitter and YouTube. They examine how algorithmic selection contributes to harms within social media environments and develop a taxonomy of algorithmic risk. Subsequently\, they identify measures of self-regulation taken by social media platforms to manage these risks\, to see which tools are available for combating problems\, and for which kinds of risks they are used. Results of the combined risk—regulation analysis allow for reflections on the governance implications of the different roles that algorithms play in risks on social media. While algorithmic errors may be fixed by social media companies themselves\, the risks of growing power asymmetries call for external control and regulation. The results also point to implications for accountability\, in particular that future governance arrangements should recognise algorithmic risk as emerging from the interplay of multiple actors who may be called to account. \nThe talk is based on results of the research project “The automation of the social: Algorithmic selection on social online networks” which is funded by the Vienna Anniversary Fund for the Austrian Academy of Sciences. \n  \nBios \nFlorian Saurwein is Senior Scientist at the Institute for Comparative Media and Communication Studies (CMC) of the Austrian Academy of Sciences and the University of Klagenfurt\, were he established the research area “Triple A: Automation\, Algorithms & Accountability” that explores the social implications of the growing influence of algorithms. \nCharlotte Spencer-Smith is a Prae Doc at the Center for Information and Communication Technologies & Society in Communication Studies at the University of Salzburg. This “European/Austrian Perspective” on “Personal Data on the Internet” has been constructed as part of our FFG/BMVIT funded project EXPEDiTE (expedite-project.eu). SUMMARY:Kris Ruijgrok: The politics behind India's internet shutdowns
DESCRIPTION:India is the world’s largest democracy\, but also holds the dubious record of having the highest number of internet shutdowns worldwide. Concerningly moreover\, the frequency of shutdowns in India is only increasing. According to the Software Freedom and Law Center (SFLC.in)\, an Indian NGO defending digital rights\, the number of shutdowns rose from 6 in 2014 to 14 in 2015\, 31 in 2016\, 79 in 2017\, to 134 (!) internet shutdowns in 2018. When a shutdown in India takes place\, it is usually justified by government officials either as a measure to prevent social unrest and ethnic clashes or to restore law and order. Critics by contrast\, point towards the huge societal\, economic and psychological repercussions of a shutdown\, and furthermore claim that it is an authoritarian practice that limits the free flow of information and silences dissent. My project aims to understand what explains the staggering number of Indian internet shutdowns. Despite increasing efforts to measure and document network disruptions from a technical point of view\, in India and beyond\, we still have very limited knowledge about the social and political circumstances that lead to an internet shutdown.

SUMMARY:Krzysztof Paruch: Economic Systems Engineering
DESCRIPTION:Economic Systems Engineering is a new discipline of study related to the emerging field of Cryptoeconomics. Facilitated by the advent of the Blockchain and Distributed Ledger Technologies (DLT) it became possible to create digital economies on top of a trustworthy digital infrastructure that is jointly operated by network participants by the use of rights managed by cryptographic tokens. In contrast to today’s web2 and its platform-economies\, in the web3 enabled token-economies of the future data is no longer stored and managed by centralized entities. Decentralization in every component of its architecture (technology\, control and governance) is a key aspect of these economies and is enabled by the combination of cryptography and tokens. Research in the field of Cryptoeconomics addresses questions about the proper design\, maintenance and governance of decentralized economies built on top of a blockchain infrastructure. It also aims to propose a definition of appropriate methodology equipping system architects with a toolkit necessary to enable the design\, analysis and valuation of decentralized economies.

SUMMARY:Christoph Fabianek: Semantic Container for Data Mobility
DESCRIPTION:An enormous wealth of data is being created in our increasingly digitized life and economies\, but the majority of this data is either being monopolized or shared for questionable purposes rather than facilitating innovation. One of the main issues that inhibits data reuse and the emergence of vibrant data markets is the lack of standard mechanisms for the execution of controlled transactions between data providers and consumers\, including efficient provisioning of data and associated services. Consequently\, many potential data providers find it difficult to turn data into viable business models. At the same time\, data consumers face challenges accessing heterogeneous data provided via various mechanisms and have limited means to trace data provenance and ensure data quality. Semantic Containers aim to tackle both issues by facilitating controlled transactions through an integrated set of methods and capabilities. Specifically\, they package data\, semantic descriptions\, and processing capabilities into executable and shareable containers.

SUMMARY:Nataliia Bielova: Detecting third-party tracking and GDPR violations in Web applications
DESCRIPTION:Third-party Web tracking has been extensively studied over the last decade. In our work\, we focus on two problems that address third-party tracking in Web applications and GDPR impact on trackers.\n\n\n\n\n\nFirst\, we study detection of third-party tracking. Most of previous studies and user tools rely on filter lists. However\, there has always been a suspicion that lists miss many trackers. In this paper\, we propose an alternative method to detect trackers inspired by analyzing behavior of invisible pixels. By crawling 84\,658 webpages from 8\,744 domains\, we detect that third-party invisible pixels are widely deployed: they are present on more than 94.51% of domains and constitute 35.66% of all third-party images. We propose a fine-grained behavioral classification of tracking based on the analysis of invisible pixels. We use this classification to detect new categories of tracking and uncover new collaborations between domains on the dataset of 4\,2M third-party requests. We demonstrate that two popular methods to detect tracking\, based on EasyList&EasyPrivacy and on Disconnect lists respectively miss 25.22% and 30.34% of the trackers that we detect. Moreover\, we find that if we combine all three lists\, 379\,245 requests originated from 8\,744 domains still track users on 68.70% of websites.  \n\n\n\n\n\nSecond\, we analyse GDPR impact on third-party trackers. GDPR defines rights for data subjects (users) and obligations for data controllers (trackers) but it is unclear how subjects and controllers interact concretely. We investigate whether it is safe for a data subject to exercise the right of access of her own data by analysing how subject access request procedures are implemented in third-party tracking services. We observe that some trackers use unsafe or doubtful procedures to authenticate data subjects: the most common flaw is the use of authentication based on a copy of the subject’s national identity card transmitted over an insecure channel.

SUMMARY:David Garcia: Online privacy as a complex phenomenon
DESCRIPTION:Preserving individual control over private information is one of the rising concerns in our digital society. Online social networks exist in application ecosystems that allow them to access data from other services\, for example gathering contact lists through mobile phone applications. Such data access might allow social networking sites to create shadow profiles with information about non-users that has been inferred from information shared by the users of the social network. I will present our work on testing this privacy risk for sexual orientation\, marital status\, and location inference in Twitter and Friendster\, a disappeared social network. Our findings illustrate that individuals are not in full control of their online privacy and that sharing personal data with a social networking site is a complex decision that is collectively mediated by the decisions of others.

SUMMARY:The new AVMSD and platform regulation: challenges for national legislators and regulators.
DESCRIPTION:The EU’s new Audiovisual Media Services Directive (AVMSD) is an important step for platform regulation in regulation. While new provisions embedded in the AVMSD attempt to increase transparency and reduce content which is seen a problematic online\, they also require online service providers to change their terms of services (ToS).
